There’s not much an operating system can do to prevent users from being tricked into voluntarily installing untrusted software. This is less of a problem on Linux as users are used to installing all their programs from a single trusted source. Some operating systems go a step further and prevent users from installing apps from anywhere outside this source. Linux doesn’t prevent this but almost all apps can be installed via the operating system’s package manager so there’s hardly a reason to.
