Many TVs, DVD/Blu-ray players, and game consoles with built-in networking support UPnP/DLNA. You’ll need to setup a UPnP/DLNA media server on Ubuntu. There’s many choices for that.
If you don’t currently have a network-capable device attached to your TV, I’d recommend a Roku. You can install the PLEX channel on the Roku along with Plex Media Server on Ubuntu. This will allow you to stream videos from your Ubuntu PC. The Roku is somewhat picky in what media files it supports, but if you have a fast enough PC, the Plex Media Server software will convert the video (transcode) to a suitable format on the fly.
